Regina Cochran

Short Bio

Regina Cochran is a community leader, educator, and civic engagement advocate with over 15 years of experience in leadership, management, advocacy, and community engagement. She has served in multiple professional roles, including administrative leadership and executive assistant positions, across nonprofit, governmental, educational, faith-based, and political organizations. Her experience includes governance support, meeting coordination, record keeping, organizational operations, community outreach, and stakeholder engagement. Regina currently serves as a government professor and has worked on multiple political campaigns, election operations, and civic engagement initiatives throughout Harris County. She is passionate about public service, civic participation, and building strong, engaged communities.

Jennifer Halvorson

Short Bio

I've been serving as party secretary since 2018 and am asking for your vote to continue proudly forward with the party.  I've worked hard to ensure minutes are taken in real time and shared immediately with the chair and staff.  I'm also celebrating my 10th year as President at Area 5 Democrats, the oldest club in Texas. We work year-round round from our Headquarters to turn out the vote and support the party.  I would be honored to continue as Party Secretary.

Vernon Middleton Lewis

Short Bio

Vernon Middleton Lewis is a native Houstonian and serves as City Treasurer for the City of Houston, where he helps steward an $18 billion debt portfolio, an $8 billion investment portfolio, and the City’s depository banking system. A specialist in public finance and governmental accounting, he leads strategy across debt management, liquidity, and long‑term investment planning. Vernon is the youngest board member of both the Association of Public Treasurers of the United States & Canada and Houston Christian University’s Dunham College of Business. He also serves on the Houston Livestock Show and Rodeo Community Coalition Board, advocating for the Rodeo’s future while amplifying its year‑round educational and community impact. In addition, he serves on the WALIPP Board of Directors, the Investment Task Force for the Association for Financial Counseling & Planning Education, and as Treasurer for the Houston Black American Democrats. He designed and implemented the City of Houston’s ESG (Environmental, Social, and Governance) Investment Initiative and the City’s CDARS/ICS Investment Initiative, strengthening responsible stewardship and local banking partnerships. Vernon holds a Graduate Certificate from Cornell University, an MBA in Finance, and professional designations including ACPFIM, CPFIM, FMVA, and CPM. His leadership and technical expertise in municipal finance earned him national recognition as a Bond Buyer Magazine Rising Star.

William (Bill) Kelly

Position Sought - CD 7 - Secretary

Bill Kelly is a government affairs professional with deep roots in Houston, Texas. With over two decades of experience in local and state government, Kelly brings a background in electoral campaigning, policy planning and non-profit advocacy. He has led federal, state, and local initiatives. Kelly is currently a Director for Government Affairs Professionals of Texas (GAP Texas). He primarily focuses on business development, client relations and regional policy implementation. GAP Texas is a boutique minority-owned government affairs firm with offices in San Antonio, Austin, Dallas and Houston. Kelly manages the Houston office. GAP Texas is a full-service, Texas-based consultancy firm that focuses on state and local lobbying, economic development consulting for corporations and government, and government affairs strategic planning. Prior to joining GAP Texas, Kelly served as the Director of Government Relations for the City of Houston in Mayor Sylvester Turner’s Office for almost 8 years. Kelly served as the lead for coordinating state and federal lobby teams in both Austin and Washington DC. He led efforts to enact landmark pension reforms which were eventually passed by the Texas Legislature and by Houston voters in 2017. Kelly also coordinated the administration, communication, and reporting of $607 million in American Rescue Plan Act (ARPA) funding for the City of Houston, as well as, the successful coordination in drawing down funding from the bipartisan infrastructure bill. Kelly started his government affairs career working with Houston Mayor Bill White’s campaign in 2003. Later in White’s administration, he was the first event coordinator creating the “Tour de Houston,” bike ride and civic fundraiser that has since become an annual event. In 2004, Kelly served as the Field Director for State Representative’s Hubert Vo’s upset victory over the incumbent Texas House Appropriations Chairman. In his first role as a campaign manager in 2005, he led Peter Brown’s successful campaign for an open seat to the Houston City Council. In 2006, Kelly again served as campaign manager for State Representative Ellen Cohen’s race that defeated a popular incumbent. Kelly went on to serve as Cohen’s Chief of Staff for both her 2007 and 2009 legislative sessions where she served on the Public Health, Higher Education, and Appropriations Committees. Kelly took time off from Rep. Cohen’s office in 2008 to run the Harris County Democratic Party’s Coordinated Campaign, where Democrats won an overwhelming majority of countywide offices for the first time in decades. In 2010, Kelly again served in Bill White’s campaign, this time as the Political Director of his Texas gubernatorial campaign where he coordinated a team of 15 employees. Kelly began an assignment with Planned Parenthood Federation of America which began in 2011, serving as a Regional Field Manager. In 2014, Kelly became the Director of Public Policy and Government Affairs for Mental Health America of Greater Houston where he coordinated policy advocacy with diverse groups that included veterans, community activists, law enforcement, child advocacy groups, and mental health providers. Kelly has been recognized for his service after being named a Rising Star by the League of Voters for Greater Houston. He previously served on the board of the Houston Urban Debate League and will be a board member of the Houston League of Women Voters starting in June 2026. Kelly holds a Bachelor of Science degree in Political Science from the Honors College at the University of Houston.

Hi. Im Steve Halvorson. I am running for Congressial District 9, CD9 chair for the Harris County Democratic Party. I've been Precinct Chair in Pasadena, Texas for over 15 years. Ive been active in progressive volunteer groups with Texas Organizing Project since 2009 as the organization's Treasurer. I also work alongside my wife Jenniferthe current President of Area 5 Democrats. We've been active in Pasadena, Texas in leadership roles since 2016. Last year I was elected as your CD29 Chair. In this capacity, I organized monthly informational meetings. We highlight candidates for election and party business.

Kimberly E. Satterwhite

Kimberly Satterwhite is a proud native of Crockett, Texas, who moved to Houston at the age of two and has called the city home ever since. Deeply rooted in the Houston community, Kimberly has dedicated her life to serving others through education, counseling, civic engagement, and community service. She earned a Bachelor of Science in Criminal Justice from the University of Houston and began her professional career with Chase Bank, where she worked for many years. Driven by a passion for helping others, Kimberly returned to school and earned a Master of Arts in Counseling in 2005. Currently, Kimberly serves as a Northeast Community Liaison, for State Senator Borris L. Miles where she works directly with constituents , community organizations, faith leaders, and local stakeholders to address community concerns and connect residents with valuable resources and services. In this role, she is committed to building strong relationships between government and the communities it serves, ensuring that constituent voices are heard and their needs are addressed . Her work reflects her dedication to public service., community advocacy, and improving the quality of life.

Flora Gill

Position Sought - CD 36 - Vacancy Chair

Moved to Clearlake in 2022 from Brooklyn NY. Before moving here, I had volunteered on 2 NYC mayoral campaigns and the Beto campaign for senate remotely from NYC. I ran a fundraiser for Danica Roem in VA and travelled to Florida to help with a state house race for Margaret Good. Since then I've dived in almost full time to help with the Bay Area Democratic Movement. I block walked a ton and got voluntold onto the board. I'm co-chair of Voter Outreach and Candidate Support with Kim Krist. I create literature for block walks, cut turfs, and analyze data after every election (even the small ones!). Prior to political work, I had my own fashion label called OHNE TITEL. We sold internationally and in stores like Neiman Marcus, Bergdorf Goodman and other boutiques. I had about 10 employees and we sold about 4mill annually. This experience, in a way actually motivated me to get more politically involved because it really helped me see how vast is the wealth disparity between billionaires and the middle class actually is. I'm also a mom to a 7 year old.
